The board' move, however, is a guideline thatioes not prohibit class sizes above thigoal.

The board might take up the isae after getting actual enrollment figres next fall. The board'sgoal is considerably lower than guielines set by district officials. Distrtt guidelines call for keeping kindergarten through second-grade classes at fewer than 29 students. Douglas School is right at the limit, and Madison, McKee, Moore, Windsor and Woodlawn schools exceed the cap by one to three children in first grade. For the third through fifth grades, the district tries to keep classes at 32 students, but Adams and Windsor both have one fifth-grade class with 33 children.

Board members said they were concerned that youngsters in some schools had 30 or more classmates. "Any time the number of students is above 25 I'm concerned," board member Mark Smith said. "It's an abomination to have 31 kids in a first-grade class." Class sizes at 24 of the district's 41 elementary schools will average more than 25.7 next year. They could range from 16 at Edmunds Academy to 33 in a first-grade class at Wood-lawn School. To keep the number at 25.7 or less, the district would have to hire teachers to fill the equivalent of 2.2 full-time Jobs.

Board member Barbara Buck suggested having every adult in the schools, from counselors to special-education teachers, work in classrooms to lower the number of students per teacher. State regulations, however, require that money spent for special-education teachers be used specifically for that purpose, said Donald Brubaker, director of elementary education. "Those programs are for the specific needs of youngsters, and you have to be very careful in dismantling them," Superintendent Gary Wegenke said. Because many special-education students attend regular classrooms throughout the day, the number of students in the special-education class often isn't large, board President Jonathan Wilson said. Wegenke had recommended keeping the number of elementary teachers the same next year.

"Class size is not the single guarantee of student success," board member Sue Luthens said. Joyce Sharp of 2701 54th St. said she had to help in her child's class of 33 children. "Little kids need as much personal attention as they can get, which isn't possible with large classes," she said. "I just want people to know they are here and how they do it," Herndon said. "They deliberately try to block your path and your view." Three of the bandits were women and two were men. The women wore shawls and long dresses, Herndon said. They were in their mid-30s to mid-50s. At the nursery, the safe will be locked at all times from now on, and employees will start making bank deposits more frequently.

Des Moines police have reported no arrests. The getaway car, driven by one of the two men, did not have license plates on it, according to employees who chased the car.
